Channing is a city in Hartley County, Texas, in the United States. It is the county seat of Hartley County. As of the 2000 census, the city population was 356. A July 1, 2008 U.S. Census Bureau estimate placed the population at 327.

What is utilities law?

Public utilities provide electric, gas, water or telephone service to customers in a specified area. Utilities have a duty to provide safe and adequate service on reasonable terms to anyone who lives within the service area on without discriminating between customers.
