Newfoundland, Pennsylvania (pronounced "new-found-land") is a small, unincorporated village located in the Dreher Township of Wayne County. It is home to the South Elementary school of the Wallenpaupack Area School District. The South Elementary currently houses Kindergarten through 6th grade students. Two emergency services are headquartered in Newfoundland. Newfoundland Area Ambulance Association and the Greene-Dreher Volunteer Fire Association. They provide coverage for the village and surrounding Dreher Township in addition to portions of adjoining Greene, Sterling, Palmyra, Lehigh and Coolbaugh Townships. What is utilities law?

Public utilities provide electric, gas, water or telephone service to customers in a specified area. Utilities have a duty to provide safe and adequate service on reasonable terms to anyone who lives within the service area on without discriminating between customers. Because most utilities operate in near monopolistic conditions, they can be heavily regulated by local, state, and federal authorities. Generally, the local and state agencies are called Public Service Commissions (PSC) or Public Utility Commissions (PUC). Municipal Utilities and Rural Electric Cooperatives may be unregulated though.
