Ashville is a hamlet near the junction of NY 474 and NY 394, on the line between the towns of North Harmony and Busti in Chautauqua County, New York. It is the location of the Smith Bly House, listed on the National Register of Historic Places in 1974.

What is utilities law?

Public utilities provide electric, gas, water or telephone service to customers in a specified area. Utilities have a duty to provide safe and adequate service on reasonable terms to anyone who lives within the service area on without discriminating between customers. Because most utilities operate in near monopolistic conditions, they can be heavily regulated by local, state, and federal authorities.
