Sanford is a city in and the county seat of Seminole County, Florida, United States. The population was 38,291 at the 2000 census. As of 2006, the population recorded by the U.S. Census Bureau was 49,124. An older agricultural and resort area, Sanford is home to the Delta Connection Academy, Seminole State College of Florida and the Central Florida Zoo and Botanical Gardens. The city is situated beside Lake Monroe and the St. Johns River. It is part of the Orlando–Kissimmee Metropolitan Statistical Area.

What is utilities law?

Public utilities provide electric, gas, water or telephone service to customers in a specified area. Utilities have a duty to provide safe and adequate service on reasonable terms to anyone who lives within the service area on without discriminating between customers. Because most utilities operate in near monopolistic conditions, they can be heavily regulated by local, state, and federal authorities. Generally, the local and state agencies are called Public Service Commissions (PSC) or Public Utility Commissions (PUC). Municipal Utilities and Rural Electric Cooperatives may be unregulated though.
