Susanville (formerly, Rooptown) is a city in and the county seat of Lassen County, California, United States. Susanville is located on the Susan River in the south-central part of the county, at an elevation of 4186 feet (1276 m). The population was 13,541 at the 2000 census. Susanville, a former logging and mining town, is the site of the High Desert State Prison, California (not to be confused with High Desert State Prison, Nevada) and California Correctional Center. High Desert State Prison, a high-security facility, opened in 1995; the California Correctional Center, a minimum-medium security facility, opened in 1963. What is utilities law?

Public utilities provide electric, gas, water or telephone service to customers in a specified area. Utilities have a duty to provide safe and adequate service on reasonable terms to anyone who lives within the service area on without discriminating between customers. Because most utilities operate in near monopolistic conditions, they can be heavily regulated by local, state, and federal authorities. Generally, the local and state agencies are called Public Service Commissions (PSC) or Public Utility Commissions (PUC). Municipal Utilities and Rural Electric Cooperatives may be unregulated though.
